The deep belief in the rights of the blind to merge in the society and show up their capabilities and their great hidden potentials, was the base for the attempts done by the senior Blinds to establish QSCCB in cooperation with the Supreme Council for Family Affairs, Special Needs Department, Special Needs Committee, and the General Youth Authority.

QSCCB is considered the first center of its kind in the country; thus, all those who contributed in establishing it deserve to receive all the appreciation for their great initiative. QSCCB has been established in accordance with the Provisions of Law No. (5) for the year 1984, Law No. (21) for the year 1987, and Law No. (17) for the year 1994 to regulate clubs under the supervision of the General Youth Authority. It has been established by a decision of His Excellency the President of General Youth Authority No. (28) for the year 2004.

QSCCB is an official member in the World Blind Union and Asian Blind Union.
